Event dropout= everyone that a school marks as absent 10-12th grade. persons who are recorded by the schools as having stopped attending during 10-12th grades, as a percentage of total attendance
status dropout= persons ages 18-24 who are not attending school and have not graduated from high school, as a percentage of all 18-24yr olds
Controversies involved with standardized testing
1. makes things limited/narrow- doesn't allow teachers to give well-rounded education to students. too much time given "coaching" them on how to pass. 2. racially-biased- "zero sum politics" federal courts have declined to rule that testing requirements are discriminatory
What is school-based management?
Reforms designed to decentralize educational decision making to individual schools rather than central school district administration.
Arguments FOR school vouchers
Parental choice among schools would promote competition and enhance achievement. would inspire both public and private schools to compete equally for students. this competition would satisfy parental demands for excellence. any form of discrimination would be prohibited.
Opposition to vouchers
Most vocal opposition comes from professional school administrators and state educational agencies.---argue that giving parents the right to move their children from school to school disrupts educational planning and threatens the viability of schools that are perceived as inferior. may lead to a stratification of schools- popular then less popular. fear that public education may be undermined by diverting public money from public to private schools.
What is the FEDERAL role for education?
Has taken the lead in guaranteeing racial equality in education, and separating religion from public schools- has never assumed any significant share of the costs of education. (less than 10%)
