Wholesome Meat Act (1967)
Also called "equal to" law. Required that states have inspection progams equal to that of the federal government.
Texas Meat and Poultry Inspection Act (1969)
Texas meat Inspection: Texas had to come up with their own inspection progam or be taken over by federal government.
Talmadge-Aiken Agreement
Plants are federally inspected but staffed by state employees. (Right near border of state, so need federal inspection for interstate commerce)
Exemptions for Federal or State Meat Inspection
Curtis Amendment-Custom slaughterers-cutters-processors of: farm animals for farmers and game animals for hunters. Farmers Exemption-When meat is to be used by the farmer for his own use, for his family and for his nonpaying guests.

Facilities Construciton and Operational Sanitation
Plants must be constructed so they are : 1. Clean and can be cleaned. 2. Do not contribute to hazards in meat. Operational Sanitation-specific water supply, drainage, waste disposal, lighting, ventilation, refrigeration, insect and rodent control. Workforce-continuous inspection patrol, reinspection privilege, surveillance of workers.
Antemortem Inspection
Inspectoin of animals before slaughter, inspected in pens on the premises, on the day of slaughter, in motion and at rest. U.S. Suspect-crippled, T.B. test, immature animals, minor epithelioma of the eye. Will be slaughtered and closely inspected. U.S. Condemned-"downers" about to die.Must be killed by establishment.
FSIS 5-04
Non-ambulatory disabled cattle. Veterinary Medical Officer to condemn these and cattle showing central nervous system symptoms regardless of whether they are ambulatory.

Postmortem Inspection
Inspection after slaughter of head, viscera and carcass. 1. Examine head:SPAM (suprapharyngeal,parotid, atlantal, mandibular), lymph nodes, tongue; viscera,throacic. U.S. Retained-Temporary, hold until figure out if parts/whole carcass needs to be condemed.
Postmortem Inspection causes for condemnation
Whole Carcass-tuberculosis, hog cholera, pneumonia, abscesses, caseous lymphadentitis, epithlioma. Parts-abscesses, arthritis, bruises, contamination on kill floor.
AQL
Acceptible Quality Level-statistical sampling plan to determine the cleanliness of all carcasses.
BSE
Bovine Spongiform Encephalopathy Cattle over 30 months-Brain, skull, eyes, spinal cord, vertebral column, and dorsal root gaglia must be removed. For all Cattle-Tonsils and distal ileum of the the small intestine.
