Only form of central gov. in the Articles of Confederation by the mid-1780s they were unpopular and ineffective --- so they began to meet to ammend the Articles of Confederation

Edmund Randolph
Proposed the first plan for gov't at the constitutional congress - the Virginia Plan
William Patterson
Offered an alternative plan to the Virginia plan -- proposed the new jersey plan
New Jersey Plan
One house legislature - equal state representatives
