Material that poses unreasonable risk to the health and safety of
operating emergency personnel, the public, and/or the environment
if it is not properly controlled
during handling, storage, manufacture, processing, packaging, use and disposal, or transportation

Standards - created by technical committee and are generally consensus based ie NFPA

Awareness Level training and competencies:
|
Awareness personnel may encounter hazmat in the course of their normal duties
- expected to recognize the presence, call for trained personnel, secure the area
Take protective actions

Operations Level training and competencies:
|
Responds to hazmat incidents for the purpose of protecting nearby persons, property and the environment from the effects of the release
- should recognize, deny entry to other responders, the public, evacuate persons at risk, take defensive actions such as shutting off valves and protecting drains
- maybe called upon to confine, contain or otherwise control a released substance

Technician Level training and competencies:
|
Trained to enter heavily contaminated areas using the highest levels of personal protection
* Take offensive actions & provide guidance to operations
|
Specialist Level training and competencies:
|
More specialized training than a technician though the two levels are not very different
Specialized training will relate to specific products and specific modes of transportation
|
Hazmat Officer Level training and competencies:
|
Intended for those assuming command of hazmat operations.
Could be IC, Group or Branch director
|
