This was put in place to protect the voting from the uneducated class or the normal person so that they didnt elected someone who would be bad for the country. Popular Vote decides whoch electors will be able to vote.

First form of government in US. First consitituion of US. Created a confederation (bad: state governments are more powerful then national governments, no excutive, no standing army, no taxing at national level, no common currency, 75% must agree to law) (good: Land Ordenince of 1785 and NW Land Ordenince of 1787, these still effect us today) Adopted by Second Contental Congress.

If there is a argument between state and federal government...federal government is supreme and wins.
